Import your .wav file into Audacity, select the track, go to Effect > Normalize, set "Normalize maximum amplitude to:" to 0.0, press OK, and re-export as WAV.

Import the track back into Audacity, select track, Effect > Amplify, check "Allow clipping", set "Amplification" to 3.0, test to make sure there's no noticeable static when playing the track, press Ctrl+R to repeat the Amplify job, test again, etc., then re-export when you feel it's loud enough. :d
