The game Counter-Strike, like Grev said, has it's battles played out between a squad of Counter-terrorists and a group of terrorists.

No, Its even fine to put real terrorists ingame, freedom of speech and thought/ etc.

In fact, theres a mod for counter strike where you can play as Osama. Saw it on youtube.
