How would I make a mod that changes the side names?

For example, when you pick a side in-game, how would I be able to change "Empire" to "Space Nazis", something like that?

Hello, and welcome to gametoast.
This would be done through localization. I reccommend checking out the FAQ as there is a lot of good stuff in there.
