Well, I know it's possible. If you d/l TheItFactor's PwnFest, he made himself as an assassin droid with an "animated" skin. And a hamburger dispenser. Hehehe.
As for how he did it, I have no Idea.

Re: does anyone know if its possible to...
Hmmm....it'd be difficult, but as far as I know, possible.
theItfactor's changing skin was mostly blue, with a few variations. So, I suppose it would be possible to, for example, create a wave effect that had the same shape as your unit, then attach it to the unit via odf. In-game, the base skin under the effect would be the same and unmoving, but over it the effect would be able to move, thus giving the impression of a morphing skin.
Anyone see what I'm getting at? The challenge, I suppose, would be getting the effect the same shape as the unit....
OMG! Wait! I remember now, that some effects do have an MSH, for example, the Droideka's shield! It has a skin, but also an effect that makes it constantly change in-game! So, maybe, it would be possible to set the effect's MSH as the unit's MSH. Then effect away!
Note to those better than me - is that possible? It seems like a good idea, in my head.... Anyway, I think it might work, though I have little experience with this. I'll try it out.
Off-topic - Is it possible to have a black-colored effect, or will it show up white?

Re: does anyone know if its possible to...
At the time-it's not possible to do this without adding an animated texture via Pandemic Exporter. So, no. The IT Factor has Foundations, or he got someone like Frag to export for him with the right flags set, but you can't get an animated texture to be animated ingame without setting the flags to be animated. Someday I'd like try to look through a hexeditor with a msh with the noicon texture and one with an animated texture (with flags set to animated) and see where the difference is.

Or, more like the Hailfire's treads. Look in the HAILFIRE and Snailtank skins/ odfs for input on that.

Hailfire has flags set to scrolling. The fact that they don't scroll when not moving is an ODF trick, yes.

scrolling/blinking stuff can only be done with the editflags-tool
you cant make an effect that works as unit
