When someone says something is laggy, that usually means that the framerate is pretty low.
Meaning that they get some slight, momentary freezes.
This is caused by their graphics/processor not being able to keep up with the amount of objects and/or effects being displayed.
Painty means that the colors on the skin are too solid, and that one should try to let the default scratches on the texture still be visible.
