Other than hex editing, is there a way to edit the core.lvl?

Edit the source, then munge a new one.

Source aka editlocalize. I know there used to be something in the wiki that had the list of things to place in the core.req, which would become the core.lvl after merging with the editlocalize files. Unless someone can tell you what to put in the core.req, I don't know what to tell you.
