Do i put this in a certain lua (sorry trying to learn this stuff)

I don't think it really matters but it will work if you put it right under this line:
If you're asking which file, most if not all your lua work should go into one of the luas in
BF2_ModTools\data_XXX\Common\scripts\XXX\.
(XXXc_con.lua for example)
