Server Manager admin messages not working

When I open SM, I click on the "Admin" tab, and the click either edit banned words or edit admin messages it opens notepad, but i get an error saying "System could not find specified path"(this is a notepad error message). So crossing my fingers I hoped this didnt matter, so I wrote out the messages, 1 per line, and did a save as Announcements.cfg, but they still dont show up ingame.
