Help: Fog/Mist?!

I am trying to create some fog or mist that is low-lying to the ground. I need it for a nice extra waterfall effect. Does anyone know how to make a wicked little mist rolling near your feet?

the fx from the hoth part Cloud, or u can place prop dusts

Well, I had it mostly figured out, but had an issue where it wasn't placing in ZE. So, I went back and looked through all ODF's to find that I was missing a MSH file: editor_grasspatch.msh. Once I added that, I had full play! Thanks for helping.
