Animation Questions - Play at random before spwaning?

This is a little complex, I searched first but the answer is not right there; this is what I want to do.
I am making some animations for conquest mode with scaled down Corelian Cruisers (the originals were too big to be medium transports), and I hope to find a decent Sentinel shuttle, they land on a designated area as in Empire at War, of course I still need to set them up so only Rebel or Imperial shuttles land depending on who's controlling the landing zone's CP (that's the first question), and second, most important, I don't need it necessarly to play each time units are spawn mostly at random but frequently enough and to land before spawning; assuming I make a 15 seconds animation it would need to begin playing so once it lands units spawn in time, the shuttle then leaves and might play the animation the next time units are about to spawn.
My scripting skills are not enough to figure out this mess, can someone help me? I am sure it will come in handy not only for me.
