How to "wrap" a model around geometry

I'm currently trying to make an Imperial Mudtrooper by editing the stock AT-AT Commander model. The first thing I'm doing is adding EP3 Anakin's "skirt" to him.

Now, as you can see, the skirt *definitely* doesn't fit around his belt, which is where I'd like to attach it to. I'm curious; how could I, after moving it forward a little, "wrap" or "shrink" the skirt model slightly to get it to fit around under his belt/connect it to the hip geometry?
