Planning: Weights And Filtering

Okay I have two questions regarding planning.
1) What are weights? What do they do and how do I use them?
2) In the filter panel, are highlighted unit types
allowed to use the path or are they highlighted to be
filtered out of the path?

Okay I excluded vehicles from using certain paths to get to command posts, but they'll still try to go there (without using the pathes). Why are they doing this and how can prevent them from doing this?
PS- Barriers don't seem to work for me at all. Do they only apply to AI?

Barriers only apply to AI. They aren't physical barriers, they only give hints to the AI when it's working out its route to an enemy CP (AI can still pass through barriers involuntarily, eg to dodge a grenade or when they're thrown by a blast).
The filtering works the opposite way to connection filtering. The highlighted types are blocked by a barrier, non-highlighted ones can pass through it.
