I will cut right to the chase. Here is the problem:

I have looked all over the forums trying to find a fix for this problem or if indeed there is one. The only way to fix this (the binocular in his hand) that I can think of is by making entirely new animations.

Has there been a fix made for this? If there has not been, how can i fix this?

i could fix the hardpoints of the binocular, that would to the job
i can also make a lookstroughbinocular-anim, but since you cant shot with it and it has no own classlabel, this would override other anims

Fixing the hardpoints sounds like a good idea, although I cannot do that because I do not know how to. If you want to do it though, that is fine by me. :D

Would you like me to P.M. you a link to the assets of the binoculars?

They're in the modtools already, I don't know why anyone would need a link.

I am not sure I have added that form of the binoculars into the game the right way, as I am pretty sure there is no change in the views. Here is my binocular .odf file: (actually, it is an orbital strike file thta uses the binoculars. Is that part of the problem?)
Hidden/Spoiler:
[WeaponClass]
ClassLabel = "cannon"

[Properties]
IconTexture = "IMP_blasterrifle_icon"

GeometryName = "com_weap_inf_binoculars"
FirstPerson = "com_weap_inf_binoculars_1st"

RoundsPerClip = "0"
ReloadTime = "2"

LockOnRange = "40.0"

AnimationBank = "pistol"
FirePointName = "hp_fire"
ReticuleTexture = "reticule_01"
WEAPONSECTION = 1

ModeTexture = "HUD_weap_detonate"
//ModeTextureColor = "42 235 42 100"
ReticuleTexture = "reticule_00"
OrdnanceName = "cge_weap_inf_orbital_alcamator_attack_ord"

ShotDelay = "1.0"

SniperScope = 1
ZoomFirstPerson = 1
ZoomMin = "2.0"
ZoomMax = "8.0"
ZoomRate = "2.0"
MaxPressedTime = 4.0

HeatPerShot = "1.01"
HeatRecoverRate = "0.05"
HeatThreshold = "0.01"
InitialSalvoDelay = "0.0"
//FireSound = "com_weap_inf_grenadethermal_ord"
ReloadSound = "imp_weap_inf_reload_med"
//MinStrength = "0.01"
//MaxStrength = "0.25"

hudtag = "removehud"
Here are the binocular files that I am now using. (I have renamed the ones that I got from the link that Warlord28 made)

com_weap_inf_binoculars.tga
com_weap_inf_binoculars.tga.option
com_weap_inf_binoculars.msh
com_weap_inf_binoculars_1st.msh
com_weap_inf_binoculars.msh.option

Is there anything wrong? I could not find anything unfortunately. :(

Any help would be appreciated.

GeometryName = "com_weap_inf_binoculars"
Hiresgeometrie//Thats the firstperson// = "com_weap_inf_binoculars_1st"

You can not rename the Tga´s, the Msh need the correct name!
