Can you make custom sides without Zero Editor and how?

Zero Editor is the map making program, so it isn't needed for creating custom sides in the first place. However, if you mean VisualMunge, the LVL compiler, then yes, you technically can create custom sides without it. You can use a hex editor instead, but what can be done is extremely limited (i.e. no new models, textures, effects, etc.).

Is there any particular reason you don't want to use the ModTools to create new sides? For the most part they are both easier to use, and give you much more freedom in terms of customization.

To add sides though, you don't need to run zeroeditor. You just have to make an era mod.

Also, try running ZE in admin mode, that worked fine for me.

Try using a program called 3DAnalyze! Found here.
Run 3DAnalyze, select ZE with it, then check the box that says emulate HW TnL caps. Hit the run button and it should work. You can also save it as a batch file so you just run that every time every time you want to open up ZE. (There's a button on the program for this)

1. Download the program mentioned above.
2. Open 3DAnalyze.
3. Hit the select button.

EDIT: I followed your insturcitons but then the 3DA thing said error

Replace *** with your map's name. This is after you have run Modtools Visualmunge located in BF2_Modtools\data\_BUILD.
If you have not run Visualmunge, run it.
