I have 2 water layers but water layer 1 isn't showing up!

No I'm not getting drowned in the invisible water. I am getting pwned because the republic has only 1 CP.

I think the water layers don't work. I use water layer 2 for my canal.(The working layer).

hmmm yahI think that's right! I tried water layers once and only 2 worked. kinda pointless
