Try double-clicking :cpu:

What OS does it have?
Check the task manager. Does a new process should up when you attempt to install the tools?
Do you have security permissions to install stuff?
Did it download correctly?

Check your task manager. Does a new process show up when you attempt to run the modtools? Does it just say there or does it disappear almost too quickly for you to see it?

Edit: And the results of the task manager check?
