xsi and water help

i am wanting to create my own objects but i do not know how to open the xsi provided in the mod tools. do i need to download any programs????
also i really liked the bright blue look of the water in yankfan and aspeckofdust's khimera map and was wondering if they, or someone else would tell me how to do it...
