If you haven't found it yet, the texface is most definitely stopping your texture from working. What version of blender are you using? The texface button should be under the materials tab....Check in the multires tab in your image....I think it might be in there....

In blender 2.49b, the texface button is under shading(f5) / Material buttons / the material tab. There should be a small button called texface...

As far as what you found goes, try it. If you're not sure about something just try it, and if it doesn't work you know you've done it wrong..

I personally have a hunch thats its not blender/etc. Make sure that your .tga and model is in the msh folder for your whatever you've made. Now, make sure that the model actually uses that .tga. Hit the "I" in the .msh viewer and it will tell you the .tga the model uses. Now, if it is the wrong .tga you need to hex-edit it to the correct one. You can download a hex editor HERE. THIS is a good tutorial on how to change the .tga if its wrong.

Now, as long as blender and wahtever else is good, that should fix your problem. HOWEVER it is more thank likely is blender, so get blender working first.
Hidden/Spoiler:
I texture things in XSI, so im no good with blender. XSI textures work fine for me.

You may also be correct, but not selecting the texface button absolutely results in no texture. There is no question about it. I would try what I've suggested first, as i highly doubt this to be a fault with the mesh viewer or the texture as the model still loads fine. No; IMO it is MUCH more likely to be a fault in blender.

As I've already mentioned,

I'm using Blender 2.48.

What I do is, I model in Blender 2.6, texture in 2.48, and export it as a .wrl, since Blender 2.6 can't export as .wrl.

Under the multires tab, all it has is "add multires."

EDIT
Wait- I hit the texface button, and it worked! My texture is showing up in the msh viewer! :D
Thanks so much for all your help!
