I would say, based on the name, it determines the length of the blur.
The best way to find out what undocumented properties do is to play around with the values and take note of the changes in-game.
I would start the experiment with extreme values.

I've done this, and I've seen nothing change between a 5,000 meter "BlurLength" and a 0 one. All this time I thought it would be something obvious, but I'm really stumped.

I've also tried 50, 5, and 1. Nothing there either.

Have you tried it with different video settings? It might only be noticable on certain ones.

If it's a distortion effect, then I can't see it. For whatever reason, when I install SWBF2 and play for a while, I tend to lose the distortion effects and I'm not really sure why. Same with force run blur and the like. They just don't appear for me anymore.
