The Reinforcements

Is there a way to make the Reinforcements only go down when someone dies (not affected by CP count)?

Or is this hardcoded?

Two options: make your CPs uncapturable or change the bleed values of your CPs in ZE. I haven't messed with those values, but they determine how much reinforcements one side gradually looses, when the other side controls the majority of the CPs.
