How can I unlock Free Cam by hex-editing?

the script for the feecam is line 000185dOh on COMMON.LVL if anyone is interested, i'm trying to figure out how to unlock it (not very good with hexing)
whAT should i change to make this setting available

There is a separate download for it in the modding faq.
