Hey, I have been wondering how to edit a Dedicated Server so CPs are off?

What do you mean by "off"? Do you mean unconquerable?

Yes. I used to have a mod for it (ingame .lvl I think??) but lost it when I swapped computers, and my freind who made it won't make another.
