Two questions about shaders

I'm not sure whether this goes here or in modeling, so i'll put it here anyway.
1.How would one go about editing shaders? they start out as .xml and .h files.
2. Is it possible to have cel-shaded graphics in SWBF?

It's technically possible to edit shaders, I think, using XSI 7.5. However, no one's tried it, so you're going to be on your own for most of this, should you attempt it.
